The Goal: A Million Bitcoin in Five Years
The BITCOIN Act, introduced by Senator Cynthia Lummis earlier this year, outlines a plan for the U.S. government to accumulate one million BTC over five years. Funding would come from the Federal Reserve and the Treasury, with the requirement that the program remain budget-neutral, meaning it won’t increase the burden on taxpayers.
The Roundtable Meeting
The Digital Chambers, a crypto advocacy group, confirmed that it will host the discussion alongside its affiliate, The Digital Power Network. Attendees include:

Participants will explore budget-neutral funding models for Bitcoin purchases, such as:
- Revaluing U.S. Treasury gold certificates
- Using tariff revenues
- Other strategies to ensure government Bitcoin buys don’t rely on taxpayer funds
They’ll also examine why the bill has stalled since its introduction and seek clarity on lawmakers’ main concerns.
Momentum After the Stablecoin Push
The Bitcoin-focused discussions follow Congress’ earlier progress on stablecoin legislation, most notably the GENIUS Act, passed in July. Lawmakers and industry leaders now see the Bitcoin reserve as the next major step in shaping U.S. digital asset policy.
If successful, the Strategic Bitcoin Reserve could mark one of the most significant moves by any government to formally integrate Bitcoin into its long-term economic strategy.
