
A recent speech by the new chair of the United States Securities and Exchange Commission is shaking up the crypto space not through regulation, but through optimism. Paul Atkins, who replaced former SEC chair Gary Gensler, delivered a powerful message on the future of crypto at the America First Policy Institute on July 31. The unexpected bullish tone has caught the attention of many, including Bitwise chief investment officer Matt Hougan.
Calling it “the most bullish document” he has ever come across, Hougan believes that the speech could signal a turning point for crypto adoption in the financial system. He even questioned whether the market has fully realized the long-term impact of the new SEC direction.
From Enforcement to Empowerment
Under Atkins, the SEC has already taken steps to reverse its historically tough stance on crypto. Longstanding legal battles have been closed and new initiatives like Project Crypto have been launched to build a regulatory framework that encourages innovation rather than restricts it.
According to Hougan, this marks a dramatic shift. “I can’t imagine reading the speech and not wanting to direct both your capital and career toward crypto,” he stated, emphasizing the potential scale of transformation underway.
A Blueprint for Blockchain’s Rise
One of the speech’s highlights was the idea of moving all forms of financial assets including stocks, bonds, and currencies onto public blockchains. Hougan interprets this as a direct green light for institutional investment in blockchain networks.
“If everything is heading toward public blockchains, you want to be positioned there early,” he added.
The SEC also spotlighted the concept of super apps platforms that offer a range of financial services in one place. Both Coinbase and Robinhood have embraced this idea, and Atkins’ remarks could accelerate their path to becoming global financial giants.
Hougan speculated that one of these companies could potentially cross the one trillion dollar valuation mark, backed by the roadmap laid out in the SEC’s latest vision.
DeFi Gets a Second Chance
Decentralized finance projects have long operated in legal uncertainty. But with Atkins expressing support for DeFi’s role in shaping the financial future, the tide may be turning. Greater regulatory clarity could unlock exponential growth in the sector.
“How much could DeFi scale with better guidance? Ten times? Fifty times? Maybe even a hundred,” Hougan said, noting that merging traditional and digital markets creates massive opportunity.
Investors Urged to Reassess
Despite recent price gains across the crypto market, Hougan believes many investors still have not fully processed what the new SEC narrative means. He admitted that the speech even changed his own investment outlook.
“If it wasn’t priced in for me, I’m betting it’s not priced in for most others either,” he concluded.
As Washington redefines its crypto playbook, the financial world is being asked to take a fresh look and perhaps, make bolder moves than ever before.
