To ensure a more inclusive governance structure, Optimism has identified four primary stakeholder groups: tokenholders, end-users, applications, and chains. Each group will have the opportunity to vote on governance proposals, ensuring that decisions reflect the interests of all major participants, not just financial stakeholders. This move addresses a common criticism of traditional governance models, which often prioritize the interests of large investors over other contributors.
In addition to these changes, Optimism is refining its concept of “citizenship.” While the specifics are still experimental, the goal is to define and recognize participants who actively contribute to the ecosystem. This evolving definition aims to foster a more engaged and accountable community.
The Season 8 update also introduces a new approval process for resource budgets and protocol upgrades. These will be proposed by a budget board and passed unless vetoed, with protocol upgrades being voted on by an independent developer advisory board representing both the Token House and the Citizens’ House. These measures are intended to reduce platform risk and ensure that governance is accountable to all major stakeholders of the Collective.
